From Sex Offender to State Reformer

About Grant D. Hill

Fighting for Redemption, Opportunity, and Common-Sense Reform

My name is Grant Dmitry Hill, and I’m running for the Iowa House of Representatives in District 88. I’m not a career politician — I’m someone who has lived through struggle, faced the consequences of my actions, and come out the other side with a renewed purpose: to fight for people who feel forgotten, silenced, or left behind.

From Orphanage to Iowa

I was born in Russia and adopted at age three. One of my first memories is proudly sharing animal crackers with the kids in the orphanage — a small moment that taught me what it means to give. I was raised in Iowa by a family of farmers and educators, where I learned the value of hard work, faith, and second chances.

In high school, I graduated near the top of my class and entered the honors program at the University of Northern Iowa. I climbed the corporate ladder quickly — becoming one of the youngest General Manager in my Five Guys region, opening one of their most successful stores just days before COVID lockdowns. I later became a hotel General Manager for Marriott, leading teams and breaking performance records.

But my life took difficult turns. In 2017, I was convicted of a felony theft charge and sentenced to probation. Then in 2021, I was convicted of two misdemeanor sex offenses and sentenced to prison. I take full responsibility for my actions — and I also believe people should be defined by how they rise, not just how they fall.

Redemption and Responsibility

While incarcerated, I chose to change. I became a Praise and Worship leader in prison, completed college courses through DMACC and Grinnell, and worked out daily to rebuild my health and discipline. I found deep spiritual growth through New Life Prison Church and committed myself to helping others — especially those who feel like they’ve been counted out.

I’m not ashamed of my story. It’s made me who I am. And it’s the reason I’m running for office — because real change comes from lived experience, not political talking points.

1 Love Legacy

Turning Experience Into Action

After my release, I founded 1 Love Legacy, a nonprofit dedicated to giving second chances and helping people rebuild their lives after prison, addiction, or other struggles. Our mission is simple: show that redemption is real, that people can change, and that no one should be defined by their worst moments.

Through 1 Love Legacy, I work with returning citizens, families, and communities to provide mentorship, support, and opportunities for growth. This work isn’t political — it’s personal. It’s about lifting others up because I know what it feels like to be down — and because Iowa will be stronger when we believe in each other again.

What I Stand For

I’m running to bring bold, honest reform to Iowa — to cut through bureaucracy, protect our families, and build a government that works for the people.

My 22-point platform focuses on real issues Iowans care about — not political games — and includes:

Shrinking the Iowa Code from 15,000+ pages to under 10,000, making laws easier to read and harder to abuse
Fixing our broken road project system — cutting red tape, holding contractors accountable, and getting Iowa moving again
Fighting the benefits cliff with a Bridge off Medicaid plan — helping workers transition to better pay without losing healthcare
Giving adult learners and new residents a fair shot at education with the Fair Iowa Tuition Act
Becoming #1 in plasma donation — beating Texas and bringing new income and medical breakthroughs to Iowa
Expanding mental health access with a statewide Mental Health Fast Pass
Protecting family farms from unfair property tax spikes with the Iowa Family Farm Protection Act
Leading the nation in biofuels with an Iowa E30 standard
Cutting insurance costs and fighting unfair rate hikes with the Iowa Insurance Fairness Act
Protecting Iowa seniors from scams, predatory marketers, and outrageous utility tricks
Making nursing home care more affordable and more transparent for Iowa families
Bringing real accountability inside our prison system — with drug testing for staff, reduced bureaucracy, and pay raises for those doing the hard work of rehabilitation
Fighting drug trafficking and domestic violence with public registry acts that protect our communities
Protecting faith in Iowa prisons — because real rehabilitation starts with the heart
Defending the Second Amendment and enforcing existing gun laws to keep communities safe
Keeping taxes low and cutting government waste
Creating a fair earned path to citizenship for undocumented Iowans who’ve lived here 10+ years, paid taxes, and obeyed our laws
Protecting Iowa energy consumers from runaway costs and scams
Supporting second-chance hiring and mentorship for returning citizens — because people deserve a chance to rebuild
Standing for life — supporting a 15-week abortion limit with clear exceptions, while giving Iowa mothers the resources they need
Defending our border, working with ICE, and protecting Iowa from the consequences of federal failure

The People’s Hill

This campaign isn’t about image — it’s about impact. That’s why I named it The People’s Hill — not after me, but after us. I believe in an Iowa where every person has the chance to rise — no matter their past.

I know what it means to fall, but I also know what it means to fight your way back. I’m living proof that people can change, grow, and give back. Now, I’m asking for your support — not just to elect me, but to join me in building something real.
