Empowering Change: Proposed Policies
At The People's Hill, we believe that effective change starts with proactive policies that address the social issues plaguing our community. This section presents a dynamic overview of critical policies designed to enhance community well-being and advocate for those in need. Each proposal is crafted with the intent to transform local governance, focusing on inclusion, fairness, and actionable support for individuals and families in the 88th District.
🔧 The Road Reform Act
Faster Roads. Less Waste. More Accountability.
Iowa road construction takes too long. I’ll introduce legislation to cut red tape, streamline environmental and permit approvals, set clear timeline targets for contractors, and implement penalties for unnecessary delays — saving taxpayers money and getting us moving again. I’ll also require more transparency in project reporting, so the public knows where their dollars are going and why projects are taking as long as they are.
📜 Iowa Code Reduction Plan
Simplify the Law. Strengthen Democracy.
I’ll work to reduce the Iowa Code from over 15,000 pages to under 10,000 by the end of my first term. I'll also push for a rule that no new bill can be longer than 10 pages. If the people can’t read it, it shouldn’t be law. We will work to eliminate 5 bills for every new 1 introduced.
🚔 Iowa Corrections Integrity Act
Transparency Inside the Walls.
This bill will require random drug testing of all corrections staff every 60 days. The goal: to enhance safety, prevent corruption, and rebuild public trust — because accountability must go both ways. Correctional officers under the influence set a poor example for those they are charged with rehabilitating. This policy will enforce zero tolerance for staff drug use. Additionally, reports from incarcerated individuals — who can often recognize when a staff member is under the influence — will be taken seriously, not dismissed or punished.
🛣️ Reentry Mentorship & Success Act
Because People Deserve More Than a Prison Door.
This bill will connect people leaving prison with mentors who’ve lived it — not just bureaucrats. It’s a proven path to reducing recidivism, building stronger families, and restoring dignity.
📚 The Fair Iowa Tuition Act
Equal Tuition for Adult Learners & New Residents.
Many move to Iowa to work and study, but get hit with out-of-state tuition. I’ll push for a bill that gives in-state tuition access to adult learners and new residents committed to building a future here.
💊 Bridge off Medicaid Coverage Plan
Reward Progress. Protect Healthcare.
Too many hardworking Iowans face the benefits cliff—earning just enough to lose Medicaid, but not enough to afford $150–$400 monthly private insurance. This forces many to turn down raises or promotions to keep healthcare for their families. I’ll create an affordable public option that covers incomes between 138% and 200% of the federal poverty level. Workers can remain on this plan for up to 12 months after exceeding the 138% limit, giving them time to build savings and adjust. Iowa should reward progress, not punish it.
📦 The Drug Trafficking Registry Act
Track the Real Threats.
If we can have a registry for sex crimes, we can have one for the high-level drug traffickers flooding our streets. The Drug Trafficking Registry Act will target large-scale dealers and repeat offenders—not people caught with small personal amounts. This registry will help law enforcement and communities track the real threats to public safety. It will be fully funded by the offenders themselves, with tiered registration fees and requirements based on offense level. It’s time Iowa starts tracking the real dangers in our neighborhoods.
🛡️ Domestic Violence Registry Act
Protecting Survivors. Preventing Repeat Abuse.
Too many domestic violence offenders reoffend — often with new partners who had no idea about their past. This act would create a public registry for repeat and high-risk domestic violence offenders, empowering survivors and protecting families. It’s about transparency, prevention, and safety — not punishment for first-time, low-risk cases, but accountability for those who pose a serious, ongoing threat.
🕊️ Prison Religious Liberty Act
Real Faith. Real Rehabilitation.
Too often, inmates are blocked from practicing their faith — even when larger, available spaces sit empty. At Newton, we were limited to 36 attendees due to “security” — denying many the chance to grow spiritually. I’ll fight to protect religious access in Iowa prisons, because real rehabilitation starts with the heart. Prisons will be required to prioritize all faith based rehabilitation efforts.
🔎 Iowa Corrections Bureaucracy Reform Act
Cut the Waste. Pay the People Who Do the Work.
Too much of Iowa’s $455 million prison budget goes to a bloated, top-heavy bureaucracy — not to the staff doing the real work. The Director makes nearly $190,000. Wardens pull in over $150K. Administrators pocket six-figure salaries — while the counselors and mentors working to rehabilitate inmates make just $40K–$60K. We will cap salaries for administrators and increase pay for those rehabilitating the prisoners.
🛂 Earned Resident (Resolution)
Law, Order — and a Fair Path for Those Who’ve Earned It.
A fair path forward — not through amnesty, but accountability.
Those living here 5+ years, paying taxes, and following our laws could apply for legal status by passing a background check and paying a $7,500 fine over 3 years.
This isn’t a giveaway — it’s a contract of commitment to our country.
Applicants will receive “Earned Resident” status with work authorization and protection from deportation.
It’s time to fix a broken system with a solution rooted in justice, dignity, and common sense.
🩸 Plasma Growth Act (P.G.A.)
Beat Texas. Save Lives. Grow Income.
Iowa has the potential to be a national leader in plasma donation — helping save lives and giving Iowans a way to earn extra income. I’ll introduce the Plasma Growth Act to attract new donation centers with targeted tax incentives and faster approvals — especially in rural and underserved areas.
Our goal? Beat Texas and become the #1 plasma supplier in America. More plasma. More treatments. More opportunity for Iowans.
💰 Tax Policy
Keep Taxes Low. Spend Smarter.
I’ll fight to keep taxes low for Iowa families and small businesses — and make sure every dollar is spent wisely, not wasted on bloated bureaucracy. I’ll support smart tax relief when we can afford it, but never reckless cuts that leave our roads, schools, or public safety underfunded. Fiscally responsible leadership — with taxpayers first
👶 Abortion Policy
Protect Life. Respect Freedom. Support Mothers.
I’m pro-life and support a 15-week abortion ban — with clear exceptions for rape, incest, and the life of the mother. I also believe we must provide real support for Iowa mothers: more resources for crisis pregnancy centers, adoption services, and postnatal care. No woman should feel forced into abortion because of a lack of options. Protect life, respect freedom, and give mothers real choices.
🔫 Gun Rights
Protect the Second Amendment. Protect Our Communities.
I support the Second Amendment — and the rights of law-abiding Iowans to protect themselves, their families, and their property. I will oppose any effort to infringe on legal gun ownership. At the same time, I support enforcing existing laws to keep guns out of the hands of violent criminals. We can defend the Second Amendment and keep our communities safe.
🧠 Iowa Mental Health Fast Pass
Faster Care. Fewer Barriers. More Hope.
I’ll create an Iowa Mental Health Fast Pass — a statewide online dashboard showing real-time openings for mental health care, both in-person and telehealth. No more endless calling. No more waiting when help is out there.
The technology already exists — it’s time Iowa used it. We can’t afford to let bureaucracy block care while Iowans suffer. Let’s get people the help they need, when they need it.
⛽ Iowa E30 Biofuels Leadership Act
Grow More. Fuel More. Lead America.
Iowa farmers are ready to power America — we just need the law to catch up. I’ll introduce the Iowa E30 Biofuels Leadership Act — to expand ethanol standards to E30 statewide, promote high-blend fuels, and help Iowa become the national leader in biofuels.
It’s good for farmers, good for drivers, and good for energy independence. More demand, more income, more Iowa leadership.
🌾 Iowa Family Farm Protection Act
Keep Family Farms in the Family — Not in the Hands of Developers.
When Iowa family farms are passed down, property taxes can spike overnight — forcing families to sell land just to pay the bill. That’s not right.
I’ll introduce the Iowa Family Farm Protection Act — to cap property tax increases on inherited farmland when it stays in family ownership and agricultural use. Our family farms built Iowa — and we should protect them for the next generation. Keep the land, protect the legacy.
🏠 Iowa Insurance Fairness Act
Stop the Spikes. Protect Iowa Families.
Iowa families are being hammered by rising homeowners insurance — with 20%, 30%, even 50% rate hikes, and fewer companies willing to cover older homes or storm damage.
I’ll introduce the Iowa Homeowners Insurance Fairness Act — to create a state-level catastrophe backstop fund that helps cover the worst storm years, so private premiums stay stable. I’ll also push for stronger oversight to block unfair rate hikes and protect homeowners from lousy claim practices.
Your home is your biggest investment — and you shouldn’t get priced out of protecting it.
💡 Iowa Senior Protection Act
Stop the Scams. Protect Our Seniors.
Too many Iowa seniors are being targeted by shady energy brokers and telemarketers — tricking them into “switching plans” or signing up for expensive, confusing utility deals or insurance plans. I’ll introduce the Iowa Senior Protection Act — to crack down on these scams, require full transparency on all offers, and give seniors the right to cancel unfair plans within 120 days with no penalties.
And for those who break the law: $20,000 fines per violation, loss of license — and up to one year in jail.
Our seniors deserve protection — not predators.
📵 Iowa Senior No-Call Protection Act
Cut the Calls. Protect Our Seniors.
Too many Iowa seniors are bombarded with scam calls and shady sales pitches — from robocalls to fake charities to pushy energy brokers. I’ll introduce the Iowa Senior No-Call Protection Act — to automatically enroll Iowans age 65+ in a new state-level No-Call list, with the right to opt out at any time.
And for those who violate the law: $10,000 fines per call, loss of license — and up to one year in jail for willful targeting of seniors.
Our seniors deserve peace and protection — not a phone full of scams.
🏥 Iowa Senior Care Affordability Task Force
The Cost Is Crushing Families — Let’s Find Real Solutions.
Nursing home care in Iowa now costs $7,000–$9,000 per month — forcing many families to drain their life savings just to get care for their loved ones. Staffing shortages, rising costs, and lack of transparency are only making things worse.
I’ll create the Iowa Senior Care Affordability Task Force — bringing together seniors, family caregivers, nursing home operators, and healthcare experts to recommend real solutions. We’ll look at ways to improve transparency, raise care quality, expand affordable options, and stop Iowa families from going broke just to take care of their parents and grandparents.
It’s time to face this crisis — because every family in Iowa deserves dignity, choice, and affordable care.
